Welcome to the Washington State Department of Commerce's Cannabis Social Equity Program (CSEP) Technical Assistance and Mentorship Program. Booth Management Consulting (BMC) administers the Technical Assistance Program on behalf of Commerce to help Social Equity Applicants (SEAs) successfully open, operate, and sustain licensed cannabis retail businesses in Washington State.
The Technical Assistance Intake Form is the first step in receiving individualized technical assistance and mentorship. The information you provide will enable BMC to assess your current stage of business development, identify your immediate and long-term needs, assign qualified technical assistance providers and mentors, and develop a customized Technical Assistance Plan.
Before You Begin
Before completing this intake form, applicants are strongly encouraged to review the free cannabis-specific education curriculum available through the Commerce Cannabis Social Equity Program – Startup Washington website. While completion of the curriculum is not required to receive technical assistance or grant funding, it provides valuable foundational knowledge that will help applicants maximize the benefit of individualized technical assistance and mentorship.

Reviewing these materials before meeting with a mentor will help you better understand the cannabis retail business process and allow your technical assistance team to focus on your specific business needs.
Purpose of the Technical Assistance Program
The FY 2027 Technical Assistance Program is designed to help Social Equity Applicants successfully progress through the major milestones required to establish and operate a licensed cannabis retail business.
Technical assistance is organized into five milestone-based phases within two coordinated program tracks:

Completing the Intake Form
Please complete every section of the Intake Form as accurately and thoroughly as possible. The information you provide will be used to:
- Verify your contact information;
- Determine your current stage of business development;
- Identify your technical assistance priorities;
- Assign qualified technical assistance providers and mentors;
- Develop your individualized Technical Assistance Plan;
- Coordinate future meetings and follow-up activities; and
- Support program reporting required by the Washington State Department of Commerce.
- Applicants should upload any documents that may assist BMC in understanding their current needs, including business plans, budgets, leases, letters of intent, licensing documentation, or other relevant materials.

Technical Assistance and Mentor Assignments
Under RCW 43.330.540, Commerce provides technical assistance through qualified, vetted, and contracted providers. These providers are selected to ensure compliance with statutory requirements, reporting obligations, insurance requirements, and program standards while protecting the integrity of public funds.
